Golden Key and Rusty Lock Annual Award Ceremony


On October 19, the Freedom of Information Center of Armenia will host the annual Golden Key and Rusty Lock Award ceremony, dedicated to the International Day for the right of access to Information. During the event, the symbolic Golden Key awards of FOICA will be awarded to state and non-governmental organizations demonstrated the best experience of freedom of information, and the Rusty Lock will go to the state agencies, which violated the Access to Information Right.

The traditional event, held for the 19th time, is a jubilee this year: the Freedom of Information Center of Armenia celebrates the 20th anniversary of its foundation.
2021 is also a jubilee for Open Government Partnership. This year marks the 10th anniversary of the membership of the RA Government in the OGP international initiative.

This year the Golden Key Award will be presented in the following categories:

  • Best official website in terms of Access to Information,
  • OGP Special Award,
  • NGO most effectively exercising the right to information,
  • Journalist most actively using the FOI Law,
  • Civic initiative consistently fighting against the violated right and submitting a group request for information.

There will be two categories for the negative symbol of the award, Rusty Lock.

  • A state agency authored an initiative threatening the freedom of information․
  • A state agency violating the right to information.

The annual Golden Key and Rusty Lock Awards, dedicated to the International Day for Universal Access to Information, were first held in 2003. The initiative, implemented for the 19th time since the adoption of the RA Law on FOI, is aimed at evaluating transparency and accountability of the state agencies and criticizing the closed and secret work. The event is organized by the Freedom of Information Center NGO in the framework of the “Future Today.
